United States Agency for International Development (USAID) is a global agency with 109 locations in 97 countries around the world, who seeks to manage real property assets at the right size, in the right condition and at the right cost. Recently, the Agency has been faced with managing a global expansion effort in the midst of a national economic crisis, thus driving intense cost efficiency efforts. In addition, USAID must comply with real property mandates such as Executive Order 13327, the 2010 Presidential Memorandum on Cost Savings and Innovation, and most recently the Civilian Property Realignment Act of 2011. Real property also plays a major role in Federal sustainability goals, such as those laid out in Executive Order 13423 and 13514, as well as via objectives from EISA2007, EPAct2005 and the Telework Enhancement Act of 2010.
Longevity was tasked with assisting USAID in maintaining an accurate inventory of real property; reporting processes and strategy through the annual Asset Management Plan (AMP); and accelerating the identification and disposal of surplus assets. We also provided support expanding development and diplomatic missions, improving management efficiencies and identifying cost savings and cost avoidance opportunities for real property. Our consultants assisted senior leadership in discussions with multiple parties and conducted market analysis for international acquisitions and assisted with site selection.
